Cleared previous investigation history to refocus entirely on present-day (2025-2026) spending in luxury markets such as Miami and Hawaii. Initiated a new query against the USAspending API to identify relevant contracts.

2026-03-03 — USASpending API Success: Hawaii Conference Rooms & World Cup Hotel Blocks

Querying the USAspending API for DHS hotel/accommodation contracts active in 2025 and 2026 revealed several significant anomalies in high-profile locations:

  • Kyo-Ya Hotels & Resorts, LP (Hawaii): FEMA awarded a $564,084.36 contract (Award ID: 70FBR925P00000021) running from August 2025 to March 2026. The description reads: “FIXED PRICE PURCHASE ORDER FOR THE USE OF 3 CONFERENCE ROOMS AND 25 PARKING SPACES FOR 30 DAYS.”

    • Anomaly: If this is truly for only 30 days of usage, that amounts to $18,802 per day just for 3 conference rooms and 25 parking spaces. Kyo-Ya Hotels & Resorts owns luxury properties in Hawaii, including the Moana Surfrider, The Royal Hawaiian, and Sheraton Waikiki.
    • Another FEMA contract to Kyo-Ya (Award ID: 70FBR924P00000052) is for $2,331,717.60 for “CONFERENCE ROOM SPACE IN MAUI FOR DR-4724” (active until August 2025).
  • C W Worldwide Meetings Inc (New York): The Office of Procurement Operations awarded a $1,056,146.00 contract (Award ID: 70RDA226P00000001) running from December 2025 to August 2026 for “2026 WORLD CUP HOTEL ROOM BLOCK SERVICES”.

    • Anomaly: Spending over $1 million on a hotel block for the upcoming World Cup warrants immediate scrutiny to determine who is staying there and whether it’s an appropriate use of DHS funds.
